I'd guess he meant uncrontrollable as in

you can't just make diabetes go away. You can control its effects but not sure you can cure it as such?

Mind you you can't control depression either, all you can really do is learn how to mitigate the worst of its effects, so the GP is a tosspot and its a s**te analogy.
