Well Android can't because they don't know what hardware they are on. That's the problem

with Android and Windows (and Linux). They are all far more versatile than iOS but they are essentially guessing and having to work out hardware capabilities on the fly, whereas Apple has the advantage that not only do they KNOW the finite configuration of hardware it can run on, but they also own the hardware and can marry them together more fluently.

By the way "Android" might not have a vested interest. However, almost ALL of the Android implementations on smartphones are not standard, and are customised by the phone manufacturer simply because if they didn't it would be s**t (for the reasons I mention above). So at that stage they absolutely would have an interest in protecting the battery / forcing you to buy a new phone depending on which story you believe.
