Politicians love anything that takes power from the people and gives it to politicians especially if it also allows them to steal lots of money.
The reason we aren't allowed proper local government (that has any power) is that it would have to respond to its peoples wishes. It would also reduce politicians ability to steal. Imagine your borough set your income tax level - if you didn't like it and weren't happy with the services you would move to the borough down the road. If they set the laws and controlled immigigration to the borough how different do you think policies would be ?
This is the same reason the US civil war occured - politicians wanting to remove the right to cecede from the uniion.
The larger the political body the less accountable the politicians and the harder it is to move to avoid particular laws/tax rates you find disagreable.
