Leitner goes, because ditto. Gunn goes back to Citeh (admittedly a probability, not a certainty). They are the only PL-standard players we have, though Zimbo, Lewis and Hanley may do OK. We also lose Tettey and Wes, who couldn't cope with the PL. Currently we have no strikers of anywhere near PL quality. Same goes for wingers IMO. Same goes for holding midfielders and RB.
We get promoted via the play-offs, which means that we can't get deep into negotiating for the probably 10 players we'll need until after then. We're in a weak position, both in actually finding the right players who want to come here (and are willing to sign up to a relegation clause) and in integrating them with the remaining players.
Our income in the PL will be reduced because we received parachute payments this season. And when we get relegated at the end of one season, we get a reduced parachute payment.
We're not ready yet, as much as we all want to see City in the top flight and winning games.
