So let me get this right. Russia was expelled from the IOC for doping. Two Russian
athletes were caught doping at the Winter Olympics, despite only a limited number of Russian athletes being allowed to attend under an independent "flag".
Now Russia's IOC membership has been restored.
Well, that makes sense.
