Not sure, if the driver had been drinking in a pub and the staff allowed him to drive off perhaps you could sue the pub? And the other thing... the Florida shooter didn't break the law until he started shooting, whereas your putative drunk driver broke the law as soon as he took charge of the car.
But on the whole - no you couldn't.
