I think, if it is to be used, something similar could be the best option for football
similar to cricket as well. Give the manager two challenges per game to overturn clear and obvious errors. If they waste them, then tough luck. The problem would be that you would still get managers using them speculatively late in the game - to slow the play down or just trying their luck.
Something like that could also cut down on dissent though - the referee could just refer the players to their own manager to do something about it if they are moaning.
