5m + signing on fees and wages on

Franke, Stiepermann, Husband and Watkins looks a bit of a waste right now.

Of course, you could argue that it's realistic to expect around half of the signings to be duds. The problem is that when you are trying to run a tight ship, you can't afford that kind of ratio. The whole point of a DoF like Webber is to achieve a high rate of effective bargains, rather than just signing 10 players and hoping half of them turn out to be OK.
