He's doing to knock everyone off balance

to distract attention from the Russia collusion investigation and the guilty pleas of his close associates, long standing links to money laundering etc, from his genuinely terrible tax package overhaul, which is aimed at enriching the richest 0.1% of Americans at the expense of everyone else, plus a raft of other things he's doing to enrich his closest allies.

He doesnt give one solitary f**k about the consequences of anything he says or does, he's just trying to buy time to skim off as much money and opportunity as he can. He is the worlds greatest living con artist, and because the world is full of very stupid people, they fall for it time after time.
