I don't see how the word"experiment" is even being used here

It's a gamble, going deliberately Cheap after burning best part of £80m since the playoff final.

It's not going to suddenly click. When has that ever happened with a Norwich team doing really badly (2 points from 18 is it?) and seriously struggling for goals.
I can't think of a single example.
