If you look at the argument objectively

there are obvious pros and cons. Vehicle pollution is obviously very bad for health, but it is a different proposition than smoking. People need to travel, whereas smoking is personal choice; admittedly it is a distinction that is often difficult to decipher. Essentially, though, a ban on smoking in pubs is supported by the majority of the population - so the government are representing their people, whereas a ban on cars would receive, I assume, very little public backing.
