now that's a better question
of course we do put lots of tax on petrol, exactly to get at this.
But economists - who always have the best ideas on these things, natch - have long argued that things that do others harm - eg gas-guzzling cars - should be especially highly taxed in order to make their owners pay the 'true' cost of having them......
