offer the people who get them 40k up front to live in them rent free for 20 years and take the wealth from the weak like that
I've seen it happen to an old friend of mine when I millionaire stumped up the money for his flat for £30k
He's allowed to live in it rent free for the rest of his life, but when he passes the flat is the rich owner's (so £30k investment on some poor old sod is now probably worth £100k long term)
They won't end up in the ends of who they should
