It's a s**t policy. Hammond knows this too. So the question then is why is he pursuing such a stupid policy?
1. He thinks we're all too stupid to think it through and all we'll see is that "something must be done" and he's "doing something" so hurrah!
2. The Tories are cynically aiming to stoke up house prices so that the home owning demographic feel richer and happier and vote Tory again.
3. Individuals (naming no names) are invested in house building companies and stand to benefit personally.
