Sadly it almost certainly wouldn't fail

The US pro leagues (MLB, NFL, NBA) do just fine with only about 30 teams each and no promotion/relegation. That's the model. And in the case of football 95%+ of the new global audience (Asia, the Americas etc) already will all support one of only about a dozen teams. It will just render all other football even more invisible and irrelevant. Try getting kids interested in any other teams when those teams have basically no chance of ever competing against the Big Boys (not just for success - that's already true- but even of ever being on the same pitch). How many non-MLB baseball teams could you name for instance?
