it's not, but it depends what the aim is

if it's to become an established prem / top end champ club then yes it's doomed to fail

if it's to become a financially self-sustaining reasonably successful (ie decent tilt at play offs, cup runs) champ club then it could work

you market yourself as a club that plays and promotes young talent and gets them their moves to big prem clubs - like Murphy. that's how you attract the talented youth, by saying give us a year or two of your talents and we will develop you and put you in the shop window

however, this is clearly not what most fans seem to want to be...
