I think it's about potential as well as what he's shown so far

technically Oliveira is much better than Jerome. Which I think means that surrounded by better players and against higher quality opposition he could be just as effective (i.e. if we were to get promoted) as he is now.

Jerome has proven throughout his career that he can't really cut it in the Premier, but I think Oliveira could, which is why if we have ambitions to get promoted soon, we really should keep hold of him.

He also has the ability to create something out of absolutely nothing, which is really invaluable, not least for the motivation it will give his teammates knowing that they have that potential up front.
