Some sections of some motorways are like that

bits of the M4 between Slough and Swindon, for example. Few if any accidents and plod rightly focus their efforts on the bits where there are accidents (like round Brizzle or nearer London). In consequence you can go as fast as you like more or less, though of course if you do over a ton it's an automatic ban in most cases so even hardened speeders would be wise to keep it to 90 or so, just in case the rozzers decided to care the day they went racing.
