I think the suggestion is the latter...
It turned green on approach, but Venus hadn't cleared the junction. So both entered on a green light but because of Venus's slow speed she hadn't cleared the junction before the lights for cars approaching from the right had gone green.
The main US diffference is being able to turn right on a red light. So not relevant here.
