but why do you say that based on the rules of F1?

As I said below, if the stewards had done that during the race, fair enough, just not a fan of the application of hindsight (i.e. what happened to Hamilton) and meddling in results of the race post race, unless there is something clearly wrong or the something happened that the stewards were not aware of at the time (which is not the case).
