no-one is going down for the advice to stay though (interestingly an eye witness on 5live just now was talking about how his brother/friend was phoning them from in the building whilst the fire was raging and the emergency services were advising them to remain in their flats)

what might send someone down is why the alarms allegedly didn't sound, or for whatever reason has caused it to spread so quickly etc.
