Saying you aren't going to sign a new contract is pretty much forcing a move

Because if he won't we'll be stuffed next summer and pretty much have to give him away. Players and their agents know that perfectly well.
Given that we have to be self-financing, we'd be stupid to let his contract run down to one year left and lose our bargaining power to get a reasonable fee.
