So what system is better?

Short of lucking out on a benign dictator, democracy is about the best we can hope for. And if that means everyone having a vote regardless of intelligence or political interest, so be it.

Seems a very dangerous game to start dictating who can or can't vote based on our notions of who deserves it (however well intentioned).

If you don't think some people have enough knowledge about manifestos, the answer is surely education and making politics more accessible.
