indeed, I don't actually think anything like a 'test' would be achievable and it could obviously be open to abuse, but I fully stand by the spirit of the suggestion.

Why the f**k should people be allowed vote if they can't be arsed to inform themselves about what they're actually voting for, regardless of which party that may be?
Democracy is failing us all in this way

and for some of the moronic criticism I've just seen from yesterday about creating a poltiical "elite", it's not really an elite if absolutely anybody can join it by doing some simple reading available to everyone.
