The payment thing may be a bit tricky but there are ways around everything.
If they still take paypal, you could sign up for an account using the VPN. Then transfer money from your paypal to that paypal and pay from there.
Using Credit and debit cards is much trickier unless you have cards in that country.
Probably the easiest thing would be to get someone out side the UK to set up the account and you pay them.Then use a VPN to log in.
I personally have my own private VPN (fixed IP address) That way you don't risk someone else getting the IP banned and you getting caught up in it. Plus they may be on the lookout for various free/cheap services.
