Only two(!!) defenders signed since then. That, along with the lack of real hunger is the root of the problem.

I don't think you can entirely blame Neil for that, although perhaps he should have tried to address quicker. But he was also stuck with unwanted players on contracts. The problem is more deep rooted and hopefully will be addressed with the new structure, freshened up squad, and new coach.
