They aren't here but

I passed my license in Japan and motorway driving was compulsory, as was being able to change a wheel, as was a group lesson having others critique your driving, as were 26 hours of lectures covering everything from road safety to road laws.

You also learn to drive in a driving school first, then get a provisional permit when they know you can drive and then you graduate to the road, where you eventually take your test.
