I think that's right

Selling software with the specific aim of illegally accessing copyright content is contributory infringement (or not, depending how the court case goes). Selling or owning the box itself clearly isn't. Any computer can be used to access or distribute copyrighted content illegally but you wouldn't ban the sale of computers.
