The club needs to live within its means and be sustainable and that means working to whatever budget is available.

What I think is hard to swallow though is deliberately excluding any access to a bigger budget via new ownership and/or sacrificing a potential opportunity for promotion through inaction and/or loyalty to a manager who frankly displays no ability whatsoever to justify that loyalty.
