I think he definitely did. As I understand it one of the features of

the McNally regime was that the club controlled access to the players and for the media very tightly. As such, get on the blacklist and it was probably very difficult to do your job properly.

I am assuming that Moxey is a bit more laid back, truth be told he doesn't appear to give a sh*t about anything so far, just keeping his head down.
