As far as fans are concerned are it is NEVER the latter. This is why there is a practical limit to how far clubs can listen to fans. Fans don't give a s**t about finances until they've gone to s**t and then they'll run about screaming that someone should have made sure that didn't happen (which would have involved not listening to fans, who always want to spend more money, so they would have complained about that too).
While the finances were going down the pan in 2007-9 I don't remember too many posts (probably none) from fans suggesting we should be spending less money?
