some of the problem is

I believe we have been looking at the right sort of players to strengthen the squad , but we are not prepared to break our pay structure

Its right to have a pay structure but it is possible that its to low and too strict , and so players just go elsewhere

the secret is knowing the right time to stretch it and the time not to , but that is the CEO and managers job and that is were they can be heroes of fail
