Well it's very similar

Too often a project's success is seen as delivering what the customer wanted on time and budget (within tolerance). However, whether that's actually what the customer needs is a different discussion.

(Eg Ricky. Project = sign international striker with decent goals to games ratio in top division of European league in time for start of next season. Budget 10m. Project is delivered early and within budget. However the objective should have been to sign a player who could increase the amount of goals scored by norwichcityfootballclub, a club who rarely gets awarded the penalties which padded out said chap's goal tally.
