the government should bring out an internet licence like the tv one
and a load of internet rules like "strictly no terrorism stuff" then if terrorists started to get up to that caper on the intenet then the government could simply take their internet licence off of them and put an instant stop to it. they could use the money raised to recruit internet plods or wwwpc's as they would be known
