Partly cos they got rid of loads of cycling events (in response to us winning?)
Just to compare now - Indoor swimming - 32 different events, so 32 golds up for grabs
Track cycling - now reduced to only 10 events across men and women.
And look at some of those swimming events - just to take one example, 'freestyle' alone has 50, 100, 200, 400, 800 and 1,500m for men. Some of those are so similar, it's hardly surprising that one athlete can win more than 20 golds (ie, more than most countries have ever won in their entire Olympic history).
So anyway, point is - don't expect too much from the cyclists any more.
