disgraceful really, but remember that Rio was awarded the Olympics when they were going through an economic boom, but most Brazilians were still very much opposed to hosting them and the World cup for those very arguments.

Mind you, if a country had to have resolved most of their problems first then we'd have all sporting events in a very limited number of nations.
