The top players not playing abroad one is easy

They don't need to - no league pays as well as the Premier League these days so why would they go to the hassle of leaving their comfort zone for a probable pay cut. Especially as most of them are pretty thick so learning another language would be way beyond them.
Gazza, Ince & Platt went to Italy in the early 90s for instance because Italian football had a lot more money than the English league. That long ago ceased to be the case.
