Loads of mills shutting in China the source of over capacity problem

Massive rust belt forming in the industrial towns such as Tangshan, will leave potentially millions unemployed.

However that should help reduce the over capacity issue, but will take time.

The U.K. Mills are unlikely to be profitable for a long time and with no protectionist policies allowed in the E.U there isn't much that can be done, unless a commodities house wishes to take a punt like they have done with the Scottish Mills.

Not sure privatisation would work, what's the point of making something when there is no market?
