I think that's the tactic though. Create a them and us scenario

which results in the west becoming hostile to muslims generally and repressing them, which breeds resentment amongst more and more muslims and therefore widens their recruiting pool/ Ultimately they want to provoke all out them and us type conflict presumably because they believe that in that scenario all muslims will side against any "non-believers."
