My experience of relying on the council was positive
Lived under a teenage boy (no jokes please) who played drum and bass so loud it made the walls and ceiling shake, from the moment he got up (noon) till when he went to bed (early hours).
Tried asking nicely about 10 times, and each time he turned it down for 10 mins before turning it back on again.
Called the council and they sent out someone from the noise squad straight round to witness the disturbance, a pleasant grey haired lady. She immediately confirmed the noise was way beyond what was reasonable, and said she'd sort it. She knocked on the door, gave him a run through the powers she had and what the next steps would be if he continued. Also told him to stop smoking drugs, have a wash and get a job.
He basically stopped immediately after that.
This was Brent council mind you. So your mileage may vary.
