I don't know, I've never actually seen the meters.
They're all in some central location, I should go and check them really. We're on a small s**tty business park and over the years some units have been joined together and others separated into smaller units. We've always had three meters on our bills but one of them never registered any usage, until a few months ago, roughly coinciding with the arrival of a new tenant next door.
