it illustrates the problems

created when an entire policy is apparently based on an emotional response to a few photos (whether really sad ones, or less sad ones). Roll out the sad ones and it becomes virtually impossible to say anything other "open the doors" without being made to look like a murderer, roll out the other sort and we want to chuck em all out.

A little bit of calm calculation would not go amiss or this problem is going to get very very much worse.
