Not sure about the stats, but agree with the rest of it. We should give these people a

refuge, but it's more complex and difficult than just opening the gates. I'm pessimistic that any government agency will have the will or the stamina to address it, and it really has to be government that does it. It would be a great project though, something to be proud of.
