if i were minister for transport i'd scrap road tax

and charge tolls on motorways 1p per 100 miles in the slow lane, 1.5p in the middle lane and 2p in the fast lane that some dullard will no doubt swiftly point out is the overtaking lane or something. obv some pens would have to instal motorway lane sensors but the revenue would more than cover it. plus there'd be better lane disscipline fewer accidents and thus even more wonga saved. to fund my massive bonus.
