Is it acceptable to want your country not to qualify for a World Cup?

The next two are in Racist Russia and Queerbashing Qatar and were probably placed there in consequence of criminal activity. In at least one of the two there have been significant numbers of related deaths.

Is that something one would really want to be part of?
