It is standard political practice to put out potentially unpopular ideas...

...in the press, usually as a 'leak', gauge reaction, put forward a lesser version, or something that appears a lesser version, claim to have listened, press presents it as a positive, majority go "oh well, that's not as bad" because they're frankly too busy living their lives to look at the detail and bang, policy happens...

Labour and Tories did/do this - they nicked it from the Americans...
