I'm not sure I understand what you see as 'fair'

What I see as demonstrably unfair is a gigantic, football-crazy country like Brazil getting the same say in where a WC is hosted as the Cayman Islands. As well as being morally unjustifiable, it also opens the door to corruption as there are so many votes that are able to be covertly bought or influenced. In a system like I suggested, there are no individual votes, so no one for the Qataris to try to buy-off with fancy watches and goody bags.
