In the end, he oversaw and was responsible for, (and a key player in), the gradual debasement of FIFA and its processes, that culminated in surely the most ill-founded, risible and corrupt major hosting decision ever, in any sport.

Sure, he himself may have baulked at where the system he engineered and ovesaw had ended up. But he's been in charge for years, and he had allowed FIFA's processes to fester to such an extent that Qatar could happen. Buck stops squarely with him, however he voted that day.
