Oh Wrath Of All Knowledge - nails pushing out plaster

A foo yares agoo, we done an extension. All well and good but now we are seeing little bumps in the wall and ceiling. These are regularly spaced and apparently caused by the wrong kind of nails being used - apparently they should have used nails treated in some way to prevent this very thing (caused by the nails shrinking and growing due to temperature changes, I should think).

Builders long gone of course.

There is no USB to do a smell up and I've already asked Mary. Other than push the hole out, fill with Polyfilla and paint over it, with the expectation of having to rinse and repeat every couple of years, is there anything I can do to fix this more permanently (other than tear it all down and rebuild it, which clearly isn't going to happen)?
