rms' policy. He said, "The baby won't need a separate ticket" (I paraphrase - I'll dig out the actual conversation now).

No mention of age brackets, but in your situation, I would literally front it out, and take the nipper anyway. Act like him not having a ticket is the most natural thing in the world.
